Note the highlighted sentence. Strictly taken, the means that the previously common practice sanction was finally recognized as unconstitutional, and the so-called "socio-cultural subsistence level," as the first section defines explicitly only to the financial need, but no further conditions should be attached!
Whether the policy is understood it that way, or simply ignored, however, show only. It remains abzuwartenm whether the government of that ruling also according to heart and have a change in the law above mentioned fact is or allows it to reach a further appeal to the Constitutional Court. Since Merkel is well known as Chancellor of sitting it out, I'm as no great hopes, especially as the FDP (not just the person Westerwelle alone!) Currently so just really gets going, as far as kicking and rushing down. ..
